Missing classpath references caused classes not found during build under NetBeans as well as standalone, added the missing libraries to the classpath (base.path)

Makes subprojects clean jars created.

Removes lib/adempiereRoot.jar because it is generated by
build process.
This and my previous commit probably breaks eclipse's
.classpath files. Just run ant in tools dir and
everything returns to normal.

Now properties are loaded in utils_dev/properties.xml and
and imported from there to every other build file.
